Three factors that support real estate as a retirement savings option are: India's housing shortage, favourable demographics and a tax regime that favours borrowing to buy a house. While this is clearly not an option for a large section of the population because of steep realty prices, it is viable for those with enough savings and good cash flows. A sharp correction in property prices in late '90s and immediately after the Lehman Brothers crisis in 2008 may have raised doubts in the minds of some, but financial planners continue to support real estate as a retirement tool. With an entry barrier for a two-bedroom apartment within the Mumbai city limits nudging Rs 1 crore, this is clearly not an option for all. But given that there is a sizeable population with high disposable incomes and tax liabilities, real estate makes an interesting proposition. "For those who don't yet own a home, buying a house has to be a top priority. But even for homeowners in a high tax bracket, there are a number of factors such as tax savings, capital appreciation and cash flow that would tempt them to definitely look at a second home," says Pankaj Mathpal, a certified financial planner.
This may seem as surprising advice, considering that in the West houses are depreciating as soon as they are built. But there is a marked difference between the West and India. In the US, the average members in a household are 2.6. In India, although numbers are not available, there is a shortage of 21 million housing units. According to a report by Credit Suisse, Indians will continue to migrate to cities and 50% of the country will be urbanized by 2044.
According to Brigitte Miska, head of international pensions with German insurer Allianz, who has done a study on the preparedness of various countries to look after retired citizens, real estate has its risks. "The elderly live in small cities and villages while the young move to larger cities. As a result demand for houses in smaller cities shrinks. We are already seeing that in the West," she said. Miska points out that demand for houses come largely from young couples.
"If you have a second house in which you do not live in the notional rent that you could earn from is taxable. What most people do is to take a housing loan and rent out the place," says Arnav Pandya, a certified financial planner. He points out that the advantage of taking a home loan on a second home is that there is no limit on the interest expenditure that can be set off against income from the flat. "If the borrower is earning a rent income and simultaneously paying interest on a home loan, the rental income can be set off against the interest expenditure,"

Tax implications
The City of Regina and the R.M. of Sherwood are discussing tax implications for the R.M. of Sherwood and property owners that are included in the municipal boundary alteration proposal. The City will pay to the R.M. a tax loss compensation amount, which is yet to be negotiated. The tax impact on individual property owners will depend upon the use of land and level of development.

If the proposed municipal boundary alteration occurs, the City of Regina would collect taxes on the included properties.
Land use implications
The City recommends that if municipal boundary alteration occurs, the affected properties be zoned UH – Urban Holding under Regina Zoning Bylaw No. 9250. The UH zone is currently applied to areas within the City of Regina that are held to accommodate future urban development. The lands would be rezoned through time to a more appropriate zoning designation as development proposals are received throughout these areas.

The UH zone is intended in part to provide for orderly transition from agricultural land to other uses in areas planned for eventual urban development and to ensure that future development is compatible with local land use plans and policies. Agricultural production is a permitted land use in the UH zone and agricultural uses that are not associated with nuisance factors will be allowed to continue.

Particular areas of land can be utilized by humans in diverse ways. Each of these broader categories can be further subdivided, based on the nature and intensity of the activities that are undertaken.

The most intensive residential land-uses are associated with clusters of apartment buildings, which can support extremely large densities of human populations.

Business land uses are rather similar in many respects, and are mostly associated with land that is appropriated to retail facilities of various types, and with office buildings.

Create a new challenge. I think this is by far the best thing on the list, but you may differ. Many times we’re bored because we don’t have a challenge — things are too easy or routine. So instead of waiting for someone to create a challenge for you, do it yourself. How can you challenge yourself? Set a new goal at work. Challenge yourself to produce more than ever. Explore new projects. Set personal goals and pursue them. Whatever excites you.

Pursue your next job. If your job is so boring you don’t know what to do with yourself, you may need to move on. But instead of quitting right away, start lining up your next gig first. Look around for openings, call people, update your resume and submit it to a few places, pick up a few applications, send out some email feelers. Find something that will never get you bored, something you’ll be passionate about.

List your life goals. What is it you want to accomplish in life? Not just with work, but personally? If you’ve listed them before, it’s always good to update them. Then choose one of those goals to achieve this year. Now think about what you can do today to move closer to that goal, even if it’s just a small thing. Gets the ball rolling? Do this every day — move yourself closer to that goal.

Deciliter your workspace. If I’ve got nothing better to do, I’ll clear off my desk (if there’s anything there), or start looking around critically at everything in view and asking myself, “Does that really need to be there? How can I simplify this?” Weird, I know, but I have an oddly uncluttered workspace. Right now my desk is a table, my iMac, an nothing else. No files, no papers, no office supplies, nothing. Everything is done on my computer, and I love it that way. Nothing on my walls. You may not need anything as spartan as that, but decluttering can be a lot of fun.

Educate yourself. On Guam, this is called “edumacation” — it’s not a real word, but we like to play with English. Whatever you call it, you can improve your knowledge online in any area — whether that be work-related or not. Be your own college instructor. Wikipedia is a great place to start, but if you’re going to have a specialized knowledge in anything, branch out from there.

Improve your skills. Along the same lines: choose a skill that needs sharpening, and challenge yourself to get better at it. Whether that’s computer programming, writing, working with Adobe InDesign, or whatever. Perfect your skills — you can use it to further your career, get a new job, or become self-employed. Or just have the satisfaction of knowing you’re the best you can be at that skill.

Play Sudoku. Perhaps not the most intellectual game of all time, or the most exciting … but I still find it a lot of fun. I only played it a little while and didn’t get addicted like other people I know, but I have to admit it’s a fun way to pass the time.

Make the most out of your annual appraisal

Many people dread having an appraisal, but rather than seeing it as an annual kick up the pants, you should turn it to your advantage, writes Nathalie Towner.

"Lots of people feel nervous when it comes to appraisals," says Imogen Daniels, adviser at the Chartered Institute of Personnel and Development. "People feel they are being judged and marked on performance, but it is easy to turn it around and make it an opportunity to discuss what is working and what isn't."

Appraisals offer a chance to judge how your career is advancing. If your manager gives good quality feedback, you should leave the meeting feeling positive and motivated. However, if the appraisal is not treated with the importance it deserves everyone loses out.

To ensure your appraisal doesn't end in tears, it is worth taking time to prepare beforehand. Most people will only have one meeting a year to discuss their career, so this opportunity should not be neglected.

"Do your homework," says Daniels. "In the two weeks before the appraisal keep a work diary of how you spend your time, what you enjoy doing and where you have difficulties. This helps to provide a basis for discussion." If you do nothing, it is too easy to forget about it until the day before - by which time it is too late.

When the appraisee does not work alongside their manager it often works out better if they write down their own objectives. However, the most common form of appraisal is where the manager writes down the objectives and then gets the employee to agree to them.

Regardless of the format, an appraisal should always be a two-way discussion and the objectives given should be achievable within a variety of timeframes, ranging from three to 12 months. These goals should then be revisited throughout the year.

Lots of people go into the appraisal assuming that the manager will criticise their performance and come up with a list of reasons as to why they are not yet ready to take on a more challenging role. But if you are positive and realistic your manager will become more relaxed and be more likely to consider your requests.

"If you are making a point about something you are doing well or not so well, put it in context," says Daniels. If you are asking for more training, give an example of when you could not cope with a situation because you did not have the right skills.

Nowadays the appraisal system is well established in most companies but there are always a few die-hards who refuse to recognise its benefits. If you are not given the chance to review your progress with your manager, start lobbying. "Sell it to your manager as a way for him to get the best out of you," says Daniels. If a manager remains reluctant, it could be that they do not have the necessary training and it could be worth getting the human resources department involved.

"A good appraisal should leave you with a good idea of what you have done well, where you need training and what mistakes you have made, as well as making it clear what is expected of you in the future," says Daniels.

Step 1:
  • A small clear glass vase- 3/4 full of water,
  • 12 short stemmed flowers
  • one aspidistra leaf
  • bear grass
  • a ruler
  • scissors
  • a vegetable knife
  • a dash of household bleach
  • and a bucket of warm water

Step 2: Remove using the knife. Remove all the thorns also remove any leaves that will be below water level in the vase. Leaves rot in water and will make the flowers wilt more quickly causing the water to smell.

Step 3: Prepare the vase. Ensure you vase is clean filled with fresh cold water and add a small dash of household bleach to keep it nice and fresh. This may sound unlikely but it really works.
Step 4: Line the vase. We're using an aspidistra leaf, you can you any long leaf that is available.
Step 5: Cut stems. The flowers should stand 6 cm taller or half the height of the vase. We want them to float over the top of the vase. Always cut stems at an angle, this allows as much water as possible to be drawn up to the top of the head of the flower. With woody stems such as roses, slightly split the stems 2 cm up middle as well.
Step 6: Arrange flowers ensuring they are all the same height and are evenly placed. Using the bear grass put one end in close to the edge of the vase and loop it over the flowers and in the other side. Repeat 4 times to give a stylish finish to your arrangement.
